If minerals deposits have been left too long, they actually eat into the glass — not just sit on top of it. At that point, no amount of cleaning or chemical removal will fix it. You're looking at re-polishing or replacing the panels. Price difference comes down to labour involved in replacement — the glass itself is relatively cheap if it's easily removable, the re-polishing can take hours if done right.
